      Question 1: The phrase “in recent decades” requires “present perfect tense”. If it were “in the last decade”, we would use “simple past tense”.

      Question 2: The word “since” tells us that the main clause should be “present perfect tense” and the clause after “since” should be “past simple tense”.

    • Question 3: “… everything there was to know about the North America Free Trade Agreement.” = “… everything there was that I should/must/have to, etc know about the North America Free Trade Agreement.” (Reduction of Relative Clauses)
